59 people from Thmor Koal District, Battambang Province came to Phnom Penh to seek help from ADHOC for their land conflict
59 people from Kouk Trob village, Ta Meun commune, Thmor Koal district, Battambang province came to ADHOC’s central office to help them prepare petitions for the Cabinet of the Prime Minister and various other Ministries to seek ownership and land titles for their flats which belonged to them since 1984.
The representatives claimed that the 68 families went to live there since 1984 recognized by the local authority. Thus, they were legally recognized since 1984.
They all had application forms to occupy the land in 1990, 1992 and 1996 and the local authority even allowed them in written documents to build many flats and wooden houses in 2003. Nowadays, there are 75 flats there.
The villagers applied to get the land titles from relevant authority at all levels. Then, the chief of land titling administration measured 3 plots of land for the people but unfortunately it was prohibited by Thmor Koal district governor. For this reason, the villagers applied to get official land titles from local authority and provincial authority but no reasonable solution given so far.
They would like the Prime Minister and relevant Ministries to intervene and help them as follows:
1. Requesting authority to recognize them living legally in the present homes.
2. Requesting authority to recognize the legal documents signed by former authority.
3. Offering official land titles to them.
4. Investigating the local authority to find the reasons that they did not provide them the official land titling.
