– The percentage of women is higher than those of men in Cambodia. The literacy rate of women is very low, and the general understanding of Cambodian women rights is very limited in a very strict traditional context.

– Violence against women is a serious social problem. Thousands of Cambodian women and girls are being trafficked, raped and beaten seriously by their husbands.

– So far, local authorities and local police especially in the rural areas have paid little attention to violence against women. They do not see violence against women as a human rights violation.

– The rampant culture of impunity encourages criminal activities, as the perpetrators do not consider the risk of getting caught and punished. If the crime is reported, the perpetrator usually gets away by paying compensation to the victim or by bribing the police not to further the case to the court.
