Press release: people arrested in Svay Rieng in Economic Land Concession

On the unjust accusation and the arrest of village representatives
on the Economic Land Concession land dispute with Peam Chaing Rubber Company

The Cambodian Human Rights and Development Association (ADHOC) would like to express our dissatisfaction for the unjust measure taken by first instance provincial court in Svay Rieng that arrested one village representative, Mr. Yea Yeng and sent him to prison. Not only that, the court continues to try to arrest other 15 villagers on criminal charges related to the Economic Land Concession dispute between the rubber plantation company, Peam Chaing, and 5 villages. ADHOC notifies that this land dispute case has not reached to the point which they use the court system yet, because the government is now trying to ease the tension in this area. So, the court should delay the criminal charges of the villagers for this moment and continue to try for the fact finding of the situation clearly first. The people’s protests was instigated from the flaw distraction in resolution of land dispute on time and let the company clear the land; destroy property and plantation of people without restraint since 2007.

Follow-up report May 9-11, 2010 : land dispute in Omlaing commune, Thporng district, Kompong Speu province

On 8th May, 2010, a group of armed forces escorted tractors to destroy people’s houses area in O’ Ponlork, Omlaning commune, Thporng district, Kg. Speu province. This destruction occured without any permission or respect of the guidelines of the sub-committee for land resolution. They didn’t have any permission or decision from the court either.

Cases of Domestic Violence in Kampot province and attempted rape by a district governor in Preah Vihear Province

On February 12, 2010 at 12:00 a.m. a case of domestic violence occurred in Tropang Oudoung village, Satpong Commune, Chhouk District, Kampot province. A farmer named Sok Kho a gambler and alcoholic always felt jealous and beat up his wife almost everyday.

On February 1st, 2010, at 3:00 a.m. there was an attempted rape on a 20 years old teacher in Tropang Kngeng village, Sdauy Commune, Songkom Thmey District, Preah Vihear province. The perpetrator is a district governor of Songkom Thmey District named Oung Vuthy, known as Pov.

14 People arrested in a Land Dispute in Siem Reap

Having seen that the people cut down Eucalyptus trees on 3rd May 2010, Mr. Nuon Theara, who is the deputy director of provincial Forestry Administration in charge of the north area of Tonle Sap and is the representative of Mr. Vann Sophana, the director of the Forest Administration, accused those villagers of illegal logging in national forests and filed a complaint to 1st instance provincial court in Siem Reap.

Killing in Chamlorng Romaingleu, commune of O’Samrel, Salot district, Battambang province

On 26 April 2010 at 8:00 PM Mr. Pich Sphon, 60 victim of land chronical dispute at O’Achoy in village of Chamlorng Romaingleu, commune of O’Samrel, Salot district, Battambang province, against soldier, he was shot death suddently with 7 bullets of AK 47: one bullet in chest, one bullet in joint of his hand, he was died at 20-25m far from home after short running, before killing he was a key witness of Mr Sin Mey who is a representative of people in land dispute of three separated site in Samlot: 2 sites of land disputed with regional military no. 5, and other one with Korean company, Mr. Sim Mey was also shot injured by unknown last week then Mr. Sophon to be a key witness in front of authority to clarify that about the event of shooting of Mr. Sim Mey. Mr. Sophon was also killed in the same place by unknown.
