On 27 September 2014 a 4 y
ear old girl, O.S.P., was nearly beaten to death by her step-father, Mr. D.V.N, 26 years old, worker at Thnorl 
Bek village, Kar Krov Sankat, Doun Koe town, Takao province.
Mr. D.V.N claimed he had simply reprimanded his 4 year step-daughter for playing too close to the road. He said he had tried to teach her that a traffic accident might happen if she would continue to play next to the road. However, Mr. D.V.N.’s neighbors stated that he had beaten 4 year old O.S.P. for 2 consecutive days on the 25 and 26 September because her face resembled that of her biological father.
The perpetrator was arrested after the 4 year old victim’s family filled a complaint at the court. ADHOC is investigating the case and is providing legal assistance to the victim and her family. ADHOC will keep following up this case of horrific physical abuse of a minor as part of its effort to protect children rights and combat impunity at the courts.
