Executive Summary:
One of the unique features of the ECCC is the possibility for the victims of the Khmer Rouge regime to participate in its proceedings as Civil Parties. The Cambodian Human Rights and Development Association (French acronym: ADHOC) is instrumental in assisting victims in doing so. In Case 001, ADHOC assisted more than one-third of the Civil Parties (CPs) and Civil Party applicants who participated in the trial.
