A human rights defender, Mr. Ny Chakrya, Head of Human Rights and Legal Aid Section for local human rights organization, ADHOC, known for his criticism of the judicial system in Cambodia was summoned to appear before the Prosecutor to the Phnom Penh Municipal Court on 13 July 2015.
His summons, issued on 22 June 2015, and received by Mr Ny Chakrya personally on 01 July 2015, is a reaction to a complaint filed against him by two judicial officials of Siem Reap’s Provincial Court, Mr Sok Keo Bandith, Deputy Prosecutor and Mr Ky Rithy, Investigating Judge.
The complaint was lodged one week after Mr. Ny Chakrya spoke at a press conference on 20 May 2015, condemning the arbitrary arrest and detention of two villagers involved in a controversial land dispute with Takhmao Community in Siem Reap province.
The land dispute involves 19 families and led to the arrest of two villagers, whereupon ADHOC had filed a complaint with the President of the Disciplinary Council of the Supreme Council of Magistracy, with an eye to commencing disciplinary proceedings against Mr Ky Rithy and Mr Sok Keo Bandith..
While no action has been taken against the two judicial officers up to this day; the complaint against Mr Ny Chakrya was taken up by the court in Phnom Penh.
