Phnom Penh, 30 September 2013 – The Cambodian Human Rights and Development Association (ADHOC) welcomes the renewal of the mandate of the United Nations Special Rapporteur for human rights in Cambodia.
Mr. Surya Subedi, as the longest-serving of Cambodia’s five Special Rapporteurs for human rights, utilized his mandate to highlight issues such as Economic Land Concessions (ELCs), and judicial and electoral reform.
Despite welcoming the two year extension, a number of concerns remain:
ADHOC would like to take this opportunity to call on the Special Rapporteur to make full use of the monitoring component of his mandate, in addition to the technical assistance and capacity-building aspect;
- ADHOC also respectfully requests that authorities to refrain from launching personal attacks against the Special Rapporteur;
- The Royal Government of Cambodia should implement recommendations presented by the Special Rapporteur, particularly those pertaining to judicial reform, which should be enacted as a matter of priority;
- ADHOC stresses that the Special Rapporteur have full access to rights organizations to ensure that the Special Rapporteur can present a clear and accurate picture of human rights violations on the ground.
