Victims have been referred to ADHOC for assistance. According to them and to the witnesses: On October 27, 2009 at 8pm, the three victims had taken their mattress to sleep outside without asking the permission from the wet nurse. The day after, a dog bitted and damaged them. On October 29, 2009 at 12:35 pm, after lunch, Mr. Meth Narong, director of the center, called the three boys in his office: Chung Phanith, Sanh Nimol and Soth Tra. When they arrived, Mr. Meth Narong asked Sanh Nimol to get a TroBoek Prey stick and blamed them for having taken the mattress to sleep outside the room. Then he questioned the three boys: “If all of you have enough money to compensate for this matter, it will be ok, but if you don’t, I will hit you”. The three boys answered they had no money. Therefore, Mr. Meth Narong started to hit Chung Phanith 6 times. He called Soth Tra to come in, asked him to unfold his hands and hit 5 times until a hand bled. Soth Tra failed down. Mr. Meth Narong tried to pluck up his hair and hit his both arms many times as well as his right eyebrow untill he bled. He also expeled him from the center. The damaged mattress belonged to Sanh Nimol. Mr. Meth Narong asked him to come in, and he hit his arms, head and his bottom 10 times.
Soth Tra was walking in tears and blood out of the back wall when he met a gentle person who took him to the Boeng Khayang commune hospital where a doctor took care of him and treated his wounds. All villagers decided to find a way to deal out justice to the victim: they went to ADHOC’s provincial office. ADHOC intervened immediately towards the military post and the Boeng Khayang administrative military post to cooperate with the Kandal Stoeng police to arrest the suspect and legally detain him at the district police station.
Moreover, the villagers along with the other children who live in the center reported that in the past, other orphans had already been bitten with little mistakes from Mr. Meth Narong.
